Hi George,
It looks like there may have been an issue when you upgraded OJS. This can be resolved by going into the 'versions' table of your DB, finding the rows where product_type is 'core' and product is 'ojs2', and setting the value 'current' to 0 for the older of the two versions (check the major/minor/revision columns). I'm not sure if that will fix your problem, but this version error could lead to several issues.
