I see others have had same problem, I am not developer, do I have to get the server admin to fix the code?

As the instructions in the installer indicate, you must enter a trailing slash for the "files path" setting. That is, "/home/jqs_tamago/journal_files/" instead of this "/home/jqs_tamago/journal_files"
You can fix your existing OJS install by running an SQL statement on your database like:

UPDATE tbljournalconfig SET chFilePath = '/home/jqs_tamago/journal_files/';
