In journal we use the citation format in accordance with our internal norms. Is there a way to create new citation format for editor who is not the programmer? I would appreciate for your help.

Unfortunately, you will have to look into the code. All citation formats are generated via plugins -- each citation format plugin can be found in plugins/citationformats. You should be able to use an existing plugin to work from -- simply copy the plugin files into a new directory, and modify them so that they represent your own citation format.
