Hi a_askari,
The only thing that I noticed is that in Reader Fees the Purchase Article Fee is currently set to $0 (should be > $0). However, this is not related to your problem.
Do you have any institutional subscription records added to your system?
Can you double-check that none of your subscriptions include an IP range with too permissive wildcards (e.g. 142.*.*.*)?
Likewise, are you testing from a PC that does not fall within an IP range for an existing subscription?
Cheers,
Michael

Hi a_askari,
As a means to support the work of the PKP and software such as OJS, we offer custom support services (e.g. login to your server, troubleshooting, consulting, etc.).
Please find some additional info on PKP
support prices and
agreement terms.
Please feel free to PM me if you'd like to go this route.
Cheers,
Michael
