Cannot make manual payment work!

we're using OJS 2.2.2 and we've been trying to make the manual payment work but to no avail. :(
we want to see how it would look like, or how would the pdf files be blocked from being downloaded after setting up the fee payment options for single article purchases. we'll soon have paypal, but first we want to know how it'll work. but after we think we've set everything up, the downloading of the pdf file is never restricted. the one restriction we were able to apply was only to require the readers to register/login before they could access the articles. but after signing in, readers readily have access to the pdf. no payment reminders/requirements/etc requires them to pay first before being able to download. HELP!

Hi ejournals.ph,

To confirm, have you enabled subscription access restriction in Journal Setup, Step 4?

It's also worthwhile to double-check that both the issue (see Issue Data) and the test article are marked as subscription restricted (see Issue table of contents).

Thanks, Michael!
We're good with Step 4 and the Issue Data, but not with the Table of Contents.
This time we're testing with Paypal, though. We gave up manual payment..
But just the same, we can't get it to work :(

Below are screenshots of our setup. I hope you they could help you pinpoint what we're missing out.

Hi ejournals.ph,

Under Issue Data, you have the open access date set for Jan. 2010 -- this will bypass the subscription checks for the articles.
