May i know what is the maximum file upload size is for submission of article and what is the total size available since many articles can be uploaded?

The only limitation on file size is the upload_max_filesize directive in php.ini. This only affects single files; there is no limitation on the entire collection.

Some web servers may additionally limit POST data size (and thus file uploads) via, for example, Apache's LimitRequestBody directive.
