Sorry, I'm new to Smarty. I get the following error trying to open the Import/Export Data -> Articles & Issues XML Plugin link:
Warning: Smarty error: unable to read resource: "file:./plugins/importexport/native/index.tpl" in ./lib/smarty/Smarty.class.php on line 1088
A similar error occurs with Users XML Plugin link. Thanks for the help.

Import/Export Error

It looks like this is a bug in some versions/configurations of PHP. There appear to be a number of similar bugs like this and this.
The only thing I can suggest other than trying a more recent version of PHP would be to replace instances of "__FILE__" to "realpath(__FILE__)" in the OJS code.
