If other mail calls work, you may want to try fiddling with the mail() call in admin/editor/users.php. For example, changing the recipient part to include just $row[chEmail] instead of also including the person's name. This could help in some cases.

I'm not really sure what other assistance I can provide. I can only suggest adding some debug output to try to figure out what it is doing, looking at your mail server logs to see if anything is actually being sent, etc.
