We can't figure out how to submit or create editorials. The editors can't submit, and the general users can't. It doesn't show up as an option. Any suggestions?

You'll have to create an Editorials section first, for which you will have no peer review process.
For one of our journals we have the entire editorial in the abstract.
Example:

Thanks for your comment. That's exactly what we've done. THe problem is that we can't figure out where to upload/submit an editorial. Editors don't get the submission option. What URL do you go to?

I see what you mean.
Our editors all have a separate author's account. The Editorials section is not subject to peer review, and submission to the Editorials section is not limited to editors.
For another journal (
http://pcsp.libraries.rutgers.edu/), the editor-in-chief wants to use separate pages for the editorials and for letters to the editor. The content for those pages is in the database, and the editor-in-chief manages those pages with a wysiwyg editor (I'm using the one from
http://www.htmlarea.com/ - free & open source).
