How do you do internal linking in html?

i am using indesign to produce PDF and export html. I want to link citations and figures in main text to references in the reference list at the end of html galley and to figures as do many other journals.

I want to create a automatic pipeline for doing this and have not figured out how to do so in indeisgn. I know you can write a script to implement this, I wonder if there are better and easier ways around.
