There is a need in the organization to create a conference with no academic content to publish. This means the conference will consist of a set of lectures and will have some pdf file as marketing or promoting the conference – but that's all. Having no articles but only discussion is quite common.
So, how is the workflow should change? (workflow=ordered sequence of operations).
The requirement is to bypass or neutralize the whole part of inserting an article, reviewing it and edit it – Excluding this we want to include attaching pdf of promotion to the conference and instructions to other departments users such as graphics.
Where is the workflow "defined" and can it be changed using darabase definition tables (any documentation of the db ?)

The soul of OCS is the submission management workflow, and if you're not using that you might find that you'd be better off with a simple CMS like Drupal or Wordpress. OCS could do the job but since you won't be using the biggest piece of the system I suspect you'll struggle with it.
