My department has installed OCS 184.108.40.206 and I'm using it to organize a one-shot conference. Visitors to the conference web page who hit the "SUBMIT A PAPER" link are required to register. One field requires that they submit a URL. How can I make this field optional (rather than required)?

I don't think the URL field in user registration is required.
I would also HIGHLY recommend that you use the latest OCS stable version (2.3.4)

Just to echo Ramon's statement, that field has never been required -- your instance may have been customized at some point.
