Dear mohdahmed,

Please post on the correct forum.
Your question is OJS related, but posted in the OCS forum.

The OxS Software suite, developed by PKP, is Open Source and free, which means you "own" the software once you start using it.
You WILL need a server to host the web application of your interest (OJS, in this case).
You can either:
  1. Buy your own server an plug it to your institutional network, adding a DNS address and install the necessary software
  2. Hire an external hosting server, with all the base technology installed, but where you will have to install AND probably maintain the software yourself
  3. Hire PKP or other similar institution that provides specific OxS installation and support.

I believe if you search the forum you will find a few options available.
Check the PKP site for commercial support.
