That's the whole idea. OCS is a conference manager system.
Create the conferences you want under the application, create a conference admin for each one, and then each conference admin creates individual conferences from there.
What is your infrastructure beyond that? If you are trying to do something complicated, or really elaborate, then consider making a default installation and make as many copies as you need admins and let them run under separate domains. But OCS is designed to work as a server, not a conference web only.
