Conference Proceedings Not Currently Available

I have a live conference site for which I want to restrict access to visitors that have registered with the site as a reader. When I set the site to "open access" both the proceedings title and link to the full text PDF are visible. When I set the permissions to require visitors to register they can view the paper titles but the full text PDF link is not visible. If you click on the title an error message appears stating that the "conference proceedings is not currently available".

I have all timeline settings set so that submissions are closed and the conference is live.

Any idea what setting I have wrong?

I discovered that even though my registration price was $ 0.00 I still had to process a payment of $ 0.00 to activate the registation. All papers then became visible to the registered user.
