Automatic selection of language for search engines and users

I was wondering if there is a plugin for automated selection of language in two different scenarios:

1) when a robot of a search engine fetches an OJS journal (so the corresponding text for each 'version' of, say, Google is indexed).

2) using an external service, determining the geographic region corresponding to user's IP.

I guess (1) is easier, I'd glad to know if there is some way to implement them.
