I'm getting an error msg when creating a new Journal section
DB Error: Incorrect integer value: '' for column 'review_form_id' at row 1

See http://pkp.sfu.ca/bugzilla/show_bug.cgi?id=3790 for a report on the issue, and corresponding patch; after applying the patch, let us know if the issue persists.
