Hi,
I am new on the list and new using OJS.
I have set fees for author submission and publication. When I submit the article, I select "waive", but the system gave me "incomplete submission" message. When I login as editor, this submission is not in "Unassigned". So how the "waive" function work? How do you set it up?

Did you enter any explicatory text just below the waiver checkbox? You may have to do this in order for the submission to be complete. I've posted this as a bug:
