The V. I. Vernadsky National Library of Ukraine is the largest library in Ukraine, a research institution of the National Academy of Sciences of Ukraine, one of the main scientific information centers of the Eastern Europe and one of the top 20 world's largest libraries. The library is a provider and adopter of the national open access policies of Ukraine, is the nationwide holder and online publisher of all scientific serials and theses, and is financed by the State budget of Ukraine.

The project "Scientific Periodicals of Ukraine", initiated by Ukrainian governmental bodies and supported by the library, provides open access to half a million articles from 1700 titles of Ukrainian scientific journals and bulletins.

The V. I. Vernadsky National Library of Ukraine has provided both a Ukrainian translation of OJS and the GOST reference plugin, as well as support for local publishers using OJS.
