fixes for referral plugin

We are moving to Git Issues for bug tracking in future releases. During transition, content will be in both tools. If you'd like to file a new bug, please create an issue.
The Referral plugin is great, but hugely under-utilized.
I propose we make the following changes:
- filter referrals using bot list (this may be done?)
- when a referral hits OJS more than x number of times, approve it automatically
- if there are no referrals, do not show "Refbacks" on the article landing page
There's an exclusion list specific to the referral plugin that's separate from the bot list.
I'm nervous about automatic approval of hits; that can be very easily gamed.
Then lets make them available to the editor. This is a great feature that has an unrealistic expectations that authors will log into a journal they've published in regularly.
I understand in an ideal world it would happen, but we need to offer a list of referrals to approve to someone that does log in regularly.
Juan, agreed. IMO the best time for exposing this to the editor will be when we rewrite this into a grid, since components are meant to address this kind of sharing without requiring a lot of code duplication. I'm not sure yet where to schedule that; it'll depend on scheduling.
Moving to the Beta, as plugin review & fixes are secondary to workflow (the Alpha's target).
