This has been requested a few times: 

http://pkp.sfu.ca/support/forum/viewtopic.php?f=2&t=9231&p=35812#p35812, elsewhere. 

Basically, provide an option to flag specific issues to be shown/selectable in the author submission process (probably step 1). This wouldn't necessarily bind the submission to that particular issue, but it would give the editor an indication as to where it could be placed. I imagine that it would be most useful if eidtors could choose, on a per-issue basis (say in the issue data) whether that particular issue could be a selectable option by the author.

Would require new locale keys. Deferring to 2.4.x (at least).
