patch for Submission editing DB syntax error

I've obtained a this error while editing submission :

ERROR: syntax error at or near "FROM" LINE 6: ...R(COALESCE(atl.setting_value, atpl.setting_value) FROM 1 FOR... ^

I use PostgreSQL 8.3.17 on x86_64-pc-linux-gnu.
There's a syntax error with function SUBSTR and I've resolved replacing function SUBSTR with SUBTRING in method &_getUnfilteredEditorSubmissions.
