Add hook to UserAction::mergeUsers and transfer book for review records across merged users.

Moving to 2.4.1 -- the next release will be 2.4.0, but practically speaking I won't have time to implement this before that goes out.

Sounds good -- I'd just like to have it fixed really.

(I haven't seen any reports of this affecting any installations yet)
