Start with some workflow pages, notably to editorial/directorial workflow pages. NB: the change in https://github.com/pkp/pkp-lib/commit/52a22422e8ae98ed67a3cff82446c0c051b1544e to siteHandler.js should likely have been committed against this bug, and needs porting to the various lib-pkp branches.

This has been added to OJS 3.0 already.
