The tags should be stripped out.

Not sure Michael, there are quite a few journals that have italics in their titles, and would want to keep it in at least the public view of their manuscripts (though probably not in e.g. citations).

Hi Matt, this only applies to the HTML head title tag. The public view would be unchanged.
