If the journal is using the email-based review process (Journal Setup Step 2.2) and email the assigned reviewer to notify them, only the submission file is attached to the email -- supplementary files are not, even if they have been checked as ok to be presented to reviewers. 

The notification email function should check to see if any supplementary files exist, and whether reviewers are allowed to see them; if so, they should be attached. 

Probably also an issue in OCS. 

NB: filed against 2.3.7 as this seems more like a bug than a feature request.

Need to take into account the diversity of supplementary files here and their suitability as email attachments.

For example, supplementary audio or video files may be quite large and unsuited as email attachments.

Could filter by file size or file type and/or include links in the email to enable reviewers to download these separately.
