Hide review, editorial components if unused

The Editor's Review and Editing pages currently display all possible review and editing components, even if they aren't used by the journal. This can be distracting to long-term Editors, confusing to an Editorial team that has a high turnover rate (for example, law reviews), and superfluous for journals that complete the review/editorial process externally. While most processes are skippable, the journal Manager should be able to en/disable various components of the management interface, thereby toggling whether they display. Toggling review and editing components should be available in Journal Setup Steps 2 and 4, respectively. REVIEW: Some journals don't have a review process. In Journal Setup Step 2.2, the JM should be able to choose a third Review Process: "No Review Process." When this process is chosen, there should be no Review page for the Editor whatsoever -- initial vetting and acceptance of the submission can happen on the submission's Summary page. EDITING: The Copyediting, Layout Editing and Proofreading workflows (Journal Setup Steps 4.5, 4.6, 4.7) should all have an additional setup option: "This journal does not include a {copyediting/layout editing/proofreading} process." If the copyediting and proofreading processes are disabled, they should not appear in the Editing page. If the layout editing process is disabled, there should only be a field to upload a galley file.
