Similar to Bug 1360 -- allow the Journal Manager to specify new user registration fields. Each new field should be settable as mandatory or not; and possibly, for each new field the Journal Manager should be able to choose between radio button; checkboxes; 1-line text field; and multi-line, HTML-capable text field (similar to the Custom Review Form functionality).
