Currently, the Custom Block Plugin is uni-lingual -- there is no option to switch to different languages when inputting text into the TinyMCE field. Users should be able to add text in all journal-supported locales. Maybe use the Static Pages plugin as a reference point? (It implements the multilingual switch option.)
