Vanessa Gabler/UPittsburgh have provided a rationale and code towards adding a year option to the DOI suffix pattern generator (in Journal Setup Step 1.1, and in the article display template). I can vet the code and implement. While they've done it so that the year is included automatically, I should be able to refactor so that year is an option in Journal Setup Step 1.1.

Fixed: https://github.com/pkp/ojs/commit/784e882fa1193de260ad992b95e944747a1a1a64. I haven't yet added any sort of option to publicly display the DOI anywhere, eg. on the abstract page -- I'll open another bug report for that.
