It is not currently possible to en/disable and/or move sidebar blocks at the Site level, only at the journal level. (Well, you can probably do this via the DB: see http://pkp.sfu.ca/support/forum/viewtopic.php?f=8&t=4448.) This functionality should be added to Site Admin -> Site Settings. This also should be done in OCS, and possibly OHS and OMP.
