Lock author control over submission metadata after submission due date is reached

(Courtesy of http://pkp.sfu.ca/support/forum/viewtopic.php?f=3&t=6589&p=26084#p26084) Currently, authors can log in and at any time edit their submission's metadata -- they can do this after their submission has been approved; after the submission due date has been reached; and after the conference has been archived. This functionality should be locked down after the submission due date has been reached, IMO, although I'm interested to hear arguments for other considerations. Also, I believe the same behaviour exists for OJS. Shouldn't author control over metadata be locked down after the submission copyedit has been completed? (Probably worth separate entry.)
