Add a "Media Library" plugin to OxS

A useful enhancement to OJS, OCS, and OMP would a "media library" plugin that would give the JM a place in the web interface to upload files to a public directory -- typically images, but possibly other types of files too. I've been using this kind of thing with Wordpress, and it is really handy.
I'm trying to think about ways to cut down on JMs needing SSH/SFTP access to the server, and this is one thing they still need it for. For example, if they wish to upload an advertising image for the sidebar, they can create a new block and position it as they like, but they have no way to add the image file itself to the server other than SSH.
