One of our users has suggested we have the 'addThis' button for the issue page (see http://pkp.sfu.ca/support/forum/viewtopic.php?f=8&t=6494&p=25038#p25038).  Suggest we implement this in the templates/issue/view.tpl template.

It's a good idea, but will require new locale keys. Deferring from 2.4.2.
