If I have a multijournal site, and check off the two Additional Site and Article Access Restrictions under Journal Setup Step 4.1 ("Users must be registered and log in to view the journal site"; "Users must be registered and log in to view open access content"), these settings appear to apply site- rather than journal-wide. That is, if a user is registered as a Reader for one journal, he has view access for any other protected journal on the site. 

This function should apply only to those users who are registered with the journal.
