If I choose the Abstract followed by Presentation submission method, the Abstract Review page contains some fields that should only belong to Paper Review: namely, 

-- it is possible upload an Author Version file (which should only be possible under Paper Review); and 
-- Layout information is also displayed (which should only be visible under Paper Review). 

We're not currently allowing for files to be uploaded for Abstracts, I don't think, so this information shouldn't be present, and it shouldn't be possible to upload a file. It could lead to confusion if people sidestep the normal workflow process, eg. http://pkp.sfu.ca/support/forum/viewtopic.php?f=13&t=6035&p=23553#p23553.
