Allow for submission files in multiple locales

Currently, only one submission file can be uploaded during Author Submission Step 2. When multiple locales are supported, the author should have the option of uploading the submission in more than one locale. This would also help the Expedited Submission process, whereby eg. Editors could upload an editorial galley in all supported locales, and have them expedited quickly. I think this is a fairly serious change (it would have to be incorporated into the entire Review/Editing process), and I don't know whether it's suitable for 2.3.2 at this stage. Please defer to a later release if appropriate.
James, it's worth discussing this with John. We've spoken about this a few times and as I understand it the translation process happens after the submission process and generally doesn't involve the author; uploading multiple submission files makes sense for back-issues that have already been translated, but not otherwise.
Yup -- the multilingual stuff we've been discussing centers around submissions in a single language, and everyone I've spoken to about it is on-side. Primary language should however become part of the submission metadata rather than the journal metadata.
