If I upload a cover image and a caption for a journal issue in only the default language, this information is not displayed in other languages. I believe expected behaviour (and behaviour elsewhere) is that if no other locale information is present, the default locale information should be displayed.

The whole Cover section is localized, meaning that you'll have to check the "Create a cover..." checkbox in each language you want a cover page enabled for. I'd propose deferring this until bug #5543 is a little further realized, as some UI work may clarify or suggest other standardization.
