There are currently 3 different bugs related to problems with the citation plugins.  This seems like too much for a problem that has already been solved.  We can move to something like CSL and then an XSL transformation.  

This problem has been solved by many before, there is no need for us to solve it again.  The TPL based system has proven to be unreliable for citation building.

move this bug back to the general pool and scheduled for 2.4.x
