Patch against OCS pre-2.1.3 and pre-2.3 CVS

In the abstract review stage for a paper, reviewers are unable to see supplementary files even if the author has enabled them to be viewed by reviewers.  Before I commit this, I want to be sure that reviewers are supposed to be able to see supplementary files at this stage, as James and I assume.

Yes, reviewers should be able to see supp files in the abstract review stage -- but no sense duplicating that code; I'd suggest moving the existing copy outside the conditional statement.
