There should be a compatibility check page available from all applications' Administrator Interface. This compatibility check should check and display all options listed in Bug 4845 (it could even be the same template, really). This would be used to trouble-shoot problems that occur after the app has been running more or less normally (eg. changed permissions; updated/broken PHP; missing extensions; etc.).
