Free registrations report error, but user is registered

I've set up a free registration (cost: 0). When a user registers using this registration, they receive the following error message:
"Your registration has failed. Please try again."
They aren't sent to Paypal, which is good, and their registration is recorded, viewable by the Conference Manager, and the user is told they are already registered if they try to register again.
