Authors: Allow for author lookup on submission metadata page

Allow for submitting Authors to look for pre-existing author information in the system. Authors should be able to search for names against the user->Author and metadata->Author tables. They should be able to enter a name into a search box to retrieve a list of results; and optionally, be able to choose from a list.
There are privacy/access to information concerns here: email addresses at the very least should be shielded, but this does potentially give access to a large amount of user information to an untrusted user. A couple of safeguards off the top of my head:
-- only display enough information as necessary to confirm that that is the correct author. Difficult, since first+last name against email address is the only way to probably be sure. If email addresses are protected against automated harvesting, we can probably allow an email-based lookup/comparison.
-- always send an email to the selected author, notifying that they have been selected as a contributing author, and to contact the Primary Contact if this is in error.
