add granularity to REVIEW_REMIND emails

The set of REVIEW_REMIND emails (REVIEW_REMIND; REVIEW_REMIND_AUTO; REVIEW_REMIND_AUTO_ONECLICK; REVIEW_REMIND_ONECLICK) are written as if the reviewer has already accepted the review ("We were hoping to have this review by {$reviewDueDate}, and this email has been automatically generated and sent with the passing of that date.") These emails are also sent out to remind reviewers who haven't yet accepted a review, and who might be confused by an email asking them to accept a review task whose due date has already passed. It's been suggested that we add specific pre-acceptance reminder emails to the system to remove this possible point of confusion: http://pkp.sfu.ca/support/forum/viewtopic.php?f=8&t=3617&p=18735#p18735. In a larger sense, perhaps we should further account for how post-due review acceptances are handled?
The trouble with this has always been that we'd need to double the number of related templates -- that's lots of overhead, considering the number of translations.

Perhaps my original suggestion in the linked-to thread might work? That is, rather than doubling the # of emails, we change the text to take into account all possibilities. We could add a paragraph saying something like: "Please note that if you have not yet accepted or declined this review opportunity we would still like to hear from you! If you can accept please do so and we will adjust the review due date accordingly." ... of course, who knows if you actually want to let your reviewers know that due dates are flexible.
James, that sounds like a good suggestion to me. Maybe run the new boiler-plate past John? He's got a well-earned opinion on the subject. Go for it, if you can get his blessing.
