The Submissions Section in About the Journal should not appear if users cannot register as Authors (restricted in Journal Setup 4.1) and/or if no Journal Sections accept non-editorial content. Optionally, the heading and section should appear in about, but the submissions page itself should state that the journal is not currently accepting submissions or allowing author registration.
