the Articles & Issues plugin doesn't currently support setting public IDs for galleys (although issues and articles are covered). Alec, I can take a shot at getting this in for 2.2.3.

Sure, James, go ahead -- as long as it doesn't require any new locale keys.

De-assigning and deferring from 2.3 for the same reasons as Bug 4225. Again, import/export plugins could probably use a comprehensive re-evaluation; these issues should likely also be tackled by someone with more know-how than me.
