From the Ontario Synergies node:

Currently, the subscription module does not allow a bulk assigning of users to a particular subscription type. Ideally, a subscriptions manager would be able to select multiple users and enrol them to a subscription type. (This functionality would be most useful for subscriptions that authenticate by login.)

Additional thoughts:

The JM/SM should also be able to specify the start/end dates and membership info.
