Add an email notification option for when Managers edit a user's profile

When a Manager creates a new user, there is the option to send them a notification email with their username/password, and with a link to the website. This would be a nice option to have when editing a user's profile on their behalf, especially when it comes to passwords, etc.
Based on http://pkp.sfu.ca/support/forum/viewtopic.php?f=8&t=3941&p=15240#p15240 -- I haven't used the validation option in OJS, but this should also be taken into account.
(Since this applies to all platforms I figured I would report against the PKP WAL -- please let me know if it should be pointed elsewhere.)
