OCS provides the opportunity for Conference Managers to remove the submission step to upload supplementary files (setup step 2.1). This option should be given to Journal Managers for their journals. When enabled, the author would upload their main submission file and not see the supplementary file upload step at all, moving on to finalizing their submission.

Ideally, this would be controlled at the Journal Section level (e.g., Editorials could be set to not allow for supplementary file uploads, but Articles would).
