In Setup Step 3.4, provide the ability to limit keywords to an authority list. Keywords not on the list would not be accepted by the system.

Probably obvious, but should be implemented with controlled vocabs... (just in case a community dev does this who may not know about controlled vocabs)

Happy with the current solution. (What controlled vocab to ship has never been successfully answered, but the current solution is user-curated.)
